Solution

HKLM\System\CurrentControlSet\Services\FwSrv\Parameters

create or change MinTickBeforePortReuse DWORD and give it a value of 240000.
delete MaxSocketsInAllPools if it exists.
delete MaxTimeInFreePool if it exists.
